Hout Pheng graduated Master of Laws in International Business Law with magna cum laude from Université libre de Bruxelles in Belgium in addition to his Bachelor of Laws based in English from Royal University of Law and Economics and Diploma in Cambodian Tax from CamEd Business School.

Prior to joining KNC & Associates, Hout Pheng was an Associate and a Legal Advisor at one of the top-tier law firm in Cambodia where he practiced law in Corporate & Commercial Practice Group. At KNC & Associates, he is responsible for and oversee general corporate and commercial matters ranging from company acquisition, company incorporation and dissolution, various business licence application, tax protest and drafting and reviewing complex contract such as shareholders' agreement, joint venture agreement, business transfer agreement, agreement for economic land concession, agreement for provision of agricultural products and to name just a few. Hout Pheng is an Approved Person for Securities Sector licensed by Securities and Exchange Regulator of Cambodia.

Hout Pheng is fluent in English, Khmer and Chinese Mandarin.
